As a part of our policy, the Peoria Park District is supported by standing committees that regularly meet to give direction to our District. The Park Board President and the District’s Executive Director serve on all Committees of the District. All committee members, including trustees, are appointed by the Park Board President to serve.

Board of Trustees Meeting Agendas and Packets

PURPOSE:
The CAC provides a valuable communication channel between the Park District and the citizens of the communities served by the Peoria Park District. CAC members provide an independent perspective on parks and recreation issues affecting the community with each member representing only themselves and not any organization they may belong to. With the help of the CAC, the Park District is better able to assess community needs and expectations necessary to carry out its mission. The CAC is made up of 15 members who must be Peoria Park District residents. They are appointed by the President of the Peoria Park District Board of Trustees to serve one year terms. Members may be re-appointed for two total terms of service. Membership must be balanced to represent all parts of the District: Southern District: 2 Central District: 6 Northern District: 4 At large: 3

SCOPE:

  • Serve as a “sounding board” in alignment with the Peoria Park District’s mission and commitments with a focus on quality of current efforts and exploration of future initiatives or opportunities.
  • Assist in the solicitation of resident feedback.
  • Help the District to better understand citizen concerns and to be responsive to community needs.
  • Serve as “secret shoppers” attending selected District events or activities and providing feedback.

MEETING SCHEDULE:
The CAC will meet four times per year in April, June, August, and October. Agendas will be set by PPD staff with the input of the Board of Trustees and the CAC chair/membership.

DESIRED SKILLS AND INTERESTS:
Members of the CAC will represent a general “cross-section” of the community with a diverse range of interests. The CAC will not include a member representing a specific viewpoint or a specific user group. Members are users of parks and recreation in our communities.

PURPOSE:
The Ad Hoc Golf Advisory Committee provides a valuable communication channel between the Park District and the citizens of the communities served by the Peoria Park District. Committee members provide an independent perspective on golf and issues affecting the golf community with each member representing only themselves and not any organization they may belong to.

SCOPE:

  • The Ad Hoc Serve as a “sounding board” in alignment with the Peoria Park District’s mission and commitments with a focus on quality of current efforts and exploration of future initiatives or opportunities.
  • Assist in the solicitation of resident feedback.
  • Help the District to better understand citizen concerns and to be responsive to community needs.

PURPOSE:
The Diversity, Equity, Inclusion, and Accessibility Committee champion efforts throughout the District so the participants in our programs, the beneficiaries of our services, and our workforce, contractors and vendors reflect the rich diversity present in our community.

SCOPE:
The District provides programs, services, and opportunities for everyone based on any characteristic protected by law. The Diversity, Equity, Inclusion, and Accessibility Committee is charged with ensuring that this fundamental goal of the District is accomplished. The Diversity, Equity, Inclusion, and Accessibility Committee is charged with facilitating realization of the Peoria Park District’s Commitment to Diversity, Equity and Inclusion document which is updated annually.

APPROVED MEETING MINUTES:

PURPOSE:
The Finance Committee is responsible for the financial stability and well-being of the District. This includes ensuring all legal and regulatory requirements are instituted and transparency is maintained. The Finance Committee ensures that a financially prudent budget is not only created and managed, but it also supports the strategic initiatives of the District.

SCOPE:
The Finance Committee ensures that:

  • Timely, reliable, and readable financial statements are comprehended by the Board.
  • Financial policies are current and reviewed periodically
  • All fiscal rules and regulations are enforced
  • State legislation pertinent to the finances of the District is reviewed and needed modifications are recommended to the Board
  • The communications received from the District’s Certified Public Accountants and their opinion of the District’s financial statements are reviewed and recommended to the Board
  • Revenue generating opportunities, to include state and federal grant funding, that impact the District’s overall budget are reviewed prior to presentation to the Board.
  • An annual budget is prepared, discussed in Committee, and presented to the Board
  • Appropriation ordinance and tax levy is submitted by staff and recommended to the Board
  • Monthly bills and payment are reviewed and recommended to the Board
  • Wages and salaries are presented by the Executive Director to the Board
  • Fees and charges are reviewed and recommended to the Board
  • Board actions pertaining to financing projects which may or may not entail issuance of bonds are reviewed and recommended to the Board

APPROVED MEETING MINUTES:

PURPOSE:
The Planning Committee ensures that a comprehensive and dynamic process manages, preserves, and maintains District spaces and places. The Committee is the gatekeeper for capital investments in District owned or managed locations, as well as for vetting of future planning and growth opportunities.

SCOPE:
The Planning Committee is the venue for valuable staff, Trustees, and public input on the management and maintenance of District physical assets. Staff experts will provide guidance on best practices, data, financial resources, local/state/federal regulations, and District policy. Relevant topics such as market analysis and information, are reviewed at the Committee level. Healthy and productive discussions are facilitated at the Committee level in order to make quality recommendations to the full Board on behalf of the entire District. The Committee reviews short- and long-term projects and initiatives that are brought to the Committee from the public, Trustees or staff including land acquisition or divestment recommendations.

PURPOSE:
The Programing Committee ensures that Park District programs are comprehensive, dynamic, accessible, innovative, safe, and meet the needs of our diverse community.

SCOPE:
The Committee provides guidance for staff which focuses on policy and overall direction of District programming. This committee helps serve as a conduit for citizen feedback. Members will also help to support establishment and maintenance of community partnerships.
